Overview
This page provides a complete and updated description of the fees applied to business sellers on eBay.co.uk. Fees are divided into: insertion costs (when creating or renewing the listing) and transaction costs when the item is sold (final value fee, regulatory operating fee, and international fee, if applicable). It also illustrates the benefits and costs of eBay Shop subscriptions, paid upgrade options for listings, discounts dedicated to Top-rated Sellers, fees for the Classified Ad format, and other terms and conditions.

- The fees indicated are excluding VAT.
Types of fees
- Insertion fees: charged for each listing created; non-refundable even if the item does not sell. The amount depends on whether or not you have an eBay Shop subscription and the subscription level.
- Renewals and “Good ’Til Cancelled (GTC)”: insertion fees (and any optional upgrades) apply each month for GTC listings and each relist.
- Transaction fees when the item is sold:
- Final value fee: variable percentage based on category on the total sale amount + fixed fee £0.30 per order.
- Regulatory operating fee: 0.35% on the total sale amount.
- International fee: additional percentage if the buyer’s delivery address is outside the UK (see dedicated table).
eBay Shop subscriptions: benefits and costs
It is not mandatory to have an eBay Shop to sell as a business, but the subscription offers tools to reach the right customers, manage orders, strengthen your brand, and reduce some fees. Benefits include: monthly allocations of free listings (fixed price and auction), marketing tools (Seller Hub Promotions, Promoted Listings, email campaigns), customizable shopfront and unique URL.
The available plans are Basic, Featured, and Anchor.
Note:
- The Featured and Anchor plans include: monthly voucher for eBay packaging supplies; free GTC listings in the USA, Germany, and Australia for sellers registered in the UK or Ireland.
- Anchor subscribers receive an invitation to eBay Concierge (premium support service).

eBay Concierge
Anchor Shop subscribers receive an invitation to eBay Concierge, a free, enhanced service to make selling easier:
- Direct access to a dedicated team with reduced wait times and more contact channels.
- Support from senior staff empowered to solve problems and handle complex cases.
- Tailored assistance on selling topics.
Conditions:
- Available only for sellers with a registered UK address.
- Subject to ongoing performance evaluation.
- Availability may vary during demand peaks.
- Activation may take up to 14 days on the account.
Final value fees
You pay one final value fee per order; there are no separate charges for third-party payment processing.
The fee consists of:
- Variable percentage per category calculated on the total sale amount (item price + shipping + any taxes), plus
- Fixed fee of £0.30 per order.
Definition of order: any number of items purchased by the same buyer at checkout with the same shipping method. Final value fees are automatically deducted from proceeds and the balance is transferred to your bank account.
Exceptions for shipping fee calculation
- Trainers with Authenticity Guarantee and free shipping label provided by eBay: eBay charges the buyer a flat shipping fee, without applying final value fees on the “shipping” part.
If the item is not sold
Normally you do not pay the final value fee. However, if you offer or request contacts to conclude the sale outside of eBay, eBay may charge a final value fee for the “introduction” to the buyer. In this case, the percentage applies to the highest of: fixed price, auction start price, Buy it now, Reserve price, or agreed price.
Refunds and cancellations
If you refund the buyer or cancel the sale, you may be entitled to fee credits according to the relevant policy.
Listings in two categories
If an item is listed in two categories, the higher fee of the two applies.
Performance-based surcharges
- “Below Standard” sellers (on the 20th of the month): +6 percentage points on the final value fee for sales in the following month (e.g. 9.9% → 15.9% + £0.30).
- High “Item not as described” rate (evaluated on the 20th of the month): +4 percentage points for sales in the following month in the affected categories and sites. Excludes cases with <10 requests opened or rate <1% in the category.
Reduced fixed fee for orders up to £10
For orders with a total up to £10, the fixed fee per order may be reduced from £0.30 to £0.10 if:
- Listings created from 1 February 2022 in selected Collectables.
- Listings created from 19 April 2022 in Home, Furniture & DIY.

Regulatory operating fee
When the item sells, a regulatory operating fee of 0.35% is charged, calculated on the total sale amount (item price + shipping + any taxes).
International fee
For sellers with a registered UK address, if the delivery address entered by the buyer at checkout is outside the UK, an international fee applies:

Premium Service listings (Top-rated Seller discount)
Top-rated Sellers receive a 10% discount on the variable portion of the final value fee for listings with Premium Service on eBay.co.uk.
The discount does not apply to the fixed fee of £0.30 per order.
Promoted Listings fees
To increase visibility, you can create Promoted Listings campaigns. Fees vary by campaign type:
- Cost per click (CPC),
- Selected percentage after the sale,
- Flat upfront fee.
Available for Above standard and Top rated sellers with recent selling activity. Check the Promoted Listings Terms of Service.
Classified Ad format fees
The Classified Ad format is available in selected categories. In this format no final value fees or regulatory operating fees apply; the insertion fee varies by category.

Dispute fee
If, under eBay policies, you are held responsible for a chargeback or disputed amount, a £14 dispute fee is charged for each dispute.
Seller currency conversion charge
If you create listings or sell on an international eBay site, eBay may convert funds into another currency to:
- collect amounts owed (e.g. insertion/upgrade fees), or
- pay out sales proceeds.
Example: registered UK address, listing on eBay.de:
- eBay converts GBP → EUR at the transaction exchange rate at the time of publishing to collect fees.
- Upon sale, eBay converts proceeds EUR → GBP at the transaction rate at the time of sale.
eBay transaction exchange rate = base rate (wholesale markets or, where required by law, government reference rates) + conversion charge (fixed percentage retained by eBay).
- If registered in the UK, the conversion charge applied and retained by eBay is 2.5%.
- If not registered in the UK, check your country/region’s fee page.
This fee is applied by eBay Commerce UK Ltd in relation to managed payments.
Other terms and conditions
- Fees are excluding VAT.
- Additional services (e.g. purchasing and printing shipping labels via eBay) involve additional costs.
- Insertion fees and optional upgrades apply to each listing created, are charged at publication or relisting and are non-refundable. Amounts depend on the terms in force at the time of going online and renewal. With multiple categories selected, fees apply per category.
- Fees described here apply to eBay.co.uk. If you list on another eBay site, that site’s fees apply.
- If you switch from a private account to a business account, existing listings that sell after the change will be subject to the fees of this page.
- In case of invalid payment method or outstanding balance, eBay may limit or suspend services.
- Appearance in search results may not be immediate (up to 24 hours); durations are not guaranteed.
- Seller fees do not buy exclusive rights to eBay pages: eBay may display third-party ads or other sellers’ listings.
- If eBay cannot deduct fees directly from proceeds, you may be billed later.
